This is Mr. HEMI's Auto Emissions Testing (STOC AZ) area.
Stop Testing Older Cars in Arizona (STOC AZ) is Mr. HEMI's informational organization to promote the exemption from emissions testing of older automobiles in Arizona. Analysis of emissions testing programs consistently shows overstated benefits by the proponents and therefore overstated impact when considering exemptions. It is clearly UNJUST to continue to test older cars that have been participating for over 25 years. Many other states have already recognized this principle and have eliminated testing altogether, or put in place a 25 year "rolling" exemption from testing.
Nearly all analyses show a marked drop in the number of cars and miles driven for those 15 years and older. Any exemption from testing for cars 25 years and older has a statistically negligible impact on air quality. Only the in-bred bureacracies concerning "the environment" and "regional planning" wish to maintain the status quo for emissions testing older cars forever !!
The purpose of this area is to implement a "rolling" emissions testing exemption for older cars in Arizona.

2003 Legislative Session Summary:
For the 2003 session, the bill was HB 2238 (striker) and was originally introduced as HB 2387. The bill provided "permanent" registration for 25 year and older vehicles, and created an exemption from emissions testing.
The bill did not pass out of the House of Representatives for reasons listed below.
We will be back in 2004 !!!

Update Apr 26, 2003 -- HB 2238 was "killed" this year by being "HELD" in the House Rules Committee at the request of the Speaker of the House.
It is now time to contact the Speaker of the House and let him know that you are disappointed in his actions.

Update Feb 20, 2003 -- For the 2003 session, the bill is now HB 2238
(originally HB 2387). The bill
provides "permanent" registration for 25 year and older vehicles.
It is URGENT that you contact your Senator and Representatives IMMEDIATELY !!

The 2002 bill creating a 20 year "rolling" exemption (HB 2045), was "killed" by the House Environment Committee former Chairman Steve Huffman.

The MAG:
HB 2045 (2002 Session), HB 2387, and HB 2238 (striker) were "opposed" by the Maricopa Association of Governments (MAG).
MAG has submitted a Carbon Monoxide (CO) State Implementation Plan (SIP)
to the EPA that includes emissions testing as currently in place. They would not agree to any changes whatsoever !!!
Mr. HEMI recommends that you now E-mail the MAG and ask them to provide
you with their suggested changes to the current SIP to allow for reduced emissions testing.

The ADEQ:
HB 2045 (2002 Session) was "opposed" by the Arizona Department of Environmental Quality (ADEQ).
ADEQ supported MAG's Carbon Monoxide (CO) State Implementation Plan (SIP)
to the EPA that includes emissions testing as currently in place. They were not inclined to support changes to the SIP.
ADEQ was not out in front with any opposition to HB 2387 or HB 2238 (striker) this year, but may have sided once again with the MAG and provided negative
information to influence the Speaker of the House, who "killed" this year's bill.
ADEQ was directed by the legislature in 2002 to evaluate changes in emissions testing related to motorcycles and "collector cars". The ADEQ will also
be looking at a 25 year and older emissions testing exemption.
Mr. HEMI recommends that you now E-mail the ADEQ and ask them to provide
you with their suggested changes to the current SIP to allow for a 25 year and older emissions testing exemption.
